Perez was in the conversation as the potential No. 1 pick in 2016 but a positive PED test before the draft hurt his stock, sinking him to 23rd overall. The Cardinals took the leap, evidently seeing the combination of plus speed, a plus arm and good bat speed on a 6-foot-3 frame as enough to outweigh any concerns over the legitimacy of his pre-draft production or any character issues. The early returns for St. Louis were promising in rookie ball. He showed good instincts on the basepaths by being caught stealing just once. He just turned 18 in November and might not even get a full-season assignment to begin 2017. That lack of proximity limits his keeper league appeal, but this is an intriguing offensive skill set on a player who's a safe bet to stick at shortstop. His prospect stock could tick up considerably if he starts tapping into some power.
