2019 Fantasy Outlook
As of the close of the first round of the 2019 NFL Draft, Hogan was in good shape to serve as Joe Flacco's backup. He provided some stability to a quarterback room that jettisoned Paxton Lynch and Chad Kelly in 2018 and he starred with some of coach Vic Fangio's former colleagues at Stanford. Just two days later, with the drafting of Drew Lock and six-figure signing bonus to undrafted free agent Brett Rypien, the tables turned and now it would be a surprise to see Hogan in orange come September. The former fifth-round pick flashed some potential, mostly with his legs, in Cleveland, but doesn't seem to be a present or future starter on a team looking for both. Read Past Outlooks

Hogan started Saturday's 10-6 preseason loss to the Rams, completing eight of 12 attempts for 69 yards and rushing four times for 14 yards while playing the first three series.
The third-year signal-caller did well during his starting stint, though it's worth noting the Rams did not treat the contest as any sort of dress rehearsal. In fact, Los Angeles sat its first-team defense, but Hogan was able to lead an 11-play, 63-yard march that culminated in a field goal on his last possession of the game. Coach Vic Fangio has stated Brett Rypien is competing with Hogan for the No. 2 quarterback job to open the season with Drew Lock (thumb) sidelined, and Hogan appears to have turned in a more productive performance Saturday on a yards-per-attempt basis while also flashing his signature mobility.

Past Fantasy Outlooks
The Browns have insisted that Hogan will be part of the quarterback competition during training camp, but the 24-year-old appears to be in a distant fourth place. Cody Kessler is the favorite to be under center in Week 1 but DeShone Kizer has more upside and Brock Osweiler has more experience, leaving Hogan as the odd man out of the group. However, Hogan would be a much cheaper option than Osweiler as a backup, which could be enough to earn the Stanford product a roster spot.
Hogan will need to surpass either Aaron Murray or Tyler Bray to make the 53-man roster, but the 2016 fifth-round pick could be headed to the practice squad if he doesn't make the cut. Even if he does impress in camp, it would likely require extenuating circumstances for the rookie out of Stanford to see meaningful reps.
