Rising announced Thursday via his personal Twitter account that he will transfer to Utah.
ANALYSIS
Rising was visiting Salt Lake this week and it appears he was impressed enough by the school and coaching staff to call it his new home. A high school All-American from the Class of 2018, Rising served as the Longhorns' third-string quarterback as a true freshman, though he was eligible to redshirt by virtue of not appearing in more than four games. He'll give the Utes another option in the quarterback room after Jack Tuttle transferred to Indiana and should be a candidate to replace Tyler Huntley as the starter once eligible in 2020. Rising will have three years of eligibility remaining, per Kurt Kragthorpe of The Salt Lake Tribune.
