The NCAA informed Rising on Monday that he will be denied a waiver that would afford him immediate eligibility at Utah in 2019, Kurt Kragthorpe of The Salt Lake Tribune reports.
ANALYSIS
Rising, a high-profile quarterback transfer from Texas, will thus have to sit out the 2019 campaign and wait until 2020 to make his Utah debut. The signal-caller will be eligible to practice with the team throughout fall and should have three years of eligibility remaining beginning in 2020.
