Garcia was named an organizational All-Star after his strong 2016 campaign at High-A Clearwater. The 21-year-old went 12-4 in 20 appearances (19 starts), allowing two or fewer runs in 14 of his starts. He also posted an impressive 1.11 WHIP, although his walk and strikeout rates remained modest. It seems that without a standout offering to put away hitters, Garcia's ceiling is that of a fringe major league starter. The Phillies have added Garcia to their 40-man roster but will likely start him off in Double-A and monitor his progress, as he is less MLB ready than other arms in the system.
